Project Title: USFS Biomass Utilization Policy and Institutional Barriers

TSS was retained by the Sierra Nevada Research Center to determine institutional barriers and constraints to the implementation of fuels reduction and biomass removal projects on federally-managed forests in the Sierra Nevada range of California. TSS subsequently generated a report on the history of biomass utilization from U.S. Forest Service projects in the Sierra Nevada and provided written notes summarizing 65 interviews with public and private stakeholders discussing the institutional and policy barriers encountered when implementing USFS projects. In addition, a final report was prepared summarizing key issues, findings, and conclusions.  Back
